About Us


The INSROA Foundation was established with a clear and focused mission: to support, amplify, and sustain the vital work of INSROA.
As the primary organization receives 100% of its funding from membership dues and sponsorships, financial sustainability has remained an ongoing challenge. Our role is to alleviate this burden by increasing public awareness, cultivating philanthropic partnerships, and raising essential funds. By doing so, we ensure that INSROA can continue to focus its full energy and resources on advancing its mission and serving School Resource Officers throughout Indiana.

Our Vision


We envision a future where every School Resource Officer in Indiana has access to the tools, training, and support they need—regardless of their school's budget. Through generous donations, we hope to:

  • Provide statewide SRO training events
  • Fund grants that cover classroom presentation materials, mobile technology, uniforms, and other daily needs
  • Help SROs go beyond the badge and truly connect with the communities they serve

Brian Clouse

President

Brian J. Clouse is a 43-year law enforcement veteran who retired as a lieutenant from IMPD. He holds a J.D. from IU School of Law and has taught law to new officers. He later served as a school safety leader, creating two school police departments and emergency plans. A certified instructor, he speaks nationally on SRO training. Today, he leads Clouse School Safety Consulting, offering assessments, training, and expert services.

Greg Zimmerman joined the Carmel Police Department in 2017. Since then, he has spent time as a School Resource Officer, Gas Mask Program Coordinator, Cadet Coordinator, Youth Academy Coordinator, INSROA President, INSROA Treasurer, and a night shift Sergeant.

Alicia Ahnert

Alicia joined the Fishers Police Department in 2006. She became a DARE officer in 2008 and began working part time in the schools. She has been an SRO with HSE Schools since 2011. Alicia is an Advanced EVO instructor, a member of the DARE Indiana Training Team, a member of the DARE Advisory Board, a NASRO Practitioner, and a member of the FPD Critical Incident Stress Management team.

Kurtis Arbuckle is the founder of KD Global Solutions, Arbuckle Robotics, and CK2 Technologies, where he focuses his time on advancing school safety nationwide through innovative weapons detection systems. He is a passionate advocate for youth, serving as Chair of Central Indiana Young Life and various initiatives to make Indiana a safer, stronger state. A devoted father and dynamic speaker, Kurtis brings heart, vision, and real-world scale, growth and experience to everything he does.

Charles Norman

Charles Norman is a construction management professional and 2020 graduate of High Point University. He brings a strong passion for supporting law enforcement and first responders to his role as a board member of the Indiana School Resource Officer Foundation. In his free time, Charles enjoys doing ride-alongs with local police departments as well as the Indiana State Police, staying actively engaged in efforts to create safer school communities across the state.

Dino Farrell

Dino served in the United States Marine Corps and brings over 15 years of law enforcement experience to his role. He is a certified Indiana School Safety Specialist and currently serves as the Indiana School Resource Officer Association (INSROA) representative for non-public schools. A former high school and youth football coach, he has also dedicated time to mentoring young people in his community. He is extensively trained in school, faith-based, and business vulnerability assessments, as well as close and personal security.

Chase Koger is a dedicated School Resource Officer with the New Castle Police Department, where he has proudly served for 12 years. For the past 8 years, he has worked closely with New Castle Community School Corporation, building strong relationships with students and staff. Chase is passionate about supporting youth, ensuring their safety, and helping guide them toward a brighter future. His commitment to community engagement and mentorship is at the heart of everything he does.
